Quality & Compliance

Quality and Compliance Through Regulated Provision

WCL offers both Ofqual-regulated TEFL/TESOL qualifications and non-regulated courses through its global partners. These courses must meet strict standards in delivery, assessment, and certification. This guide outlines the required process and responsibilities for centres offering regulated and non-regulated TEFL/TESOL courses under WCL’s oversight.

  1. Non-regulated courses

Your Role as a WCL Partner

Stage 1: Use of Course Materials

  • You must deliver the TEFL/TESOL course using either:
    • Official WCL Materials, or
    • Your own course materials, which must be approved by WCL in advance.
  • All content must align with WCL’s accreditation standards.

Stage 2: Promotion and Student Registration

  • You are responsible for marketing and promoting the TEFL/TESOL courses in your local region.
  • Your centre must manage all student registrations directly.
  • You must share the full names of all registered students with WCL before the course begins for validation and tracking.
  • At this stage, your centre is also required to make payment to WCL for each registered student.
(Note: Certificates will not be processed without student registration and payment.)

Stage 3: Course Delivery and Student Support

  • Your centre will run the course independently, either face-to-face or online.
  • You are responsible for:
    • Delivering training
    • Monitoring progress
    • Supporting students to complete assignments and assessments

Stage 4: Submission of Results

  • Once students finish the course, your centre must:
    • Submit all student assignments and results to WCL for academic verification and moderation.
    • Ensure accuracy and completeness of all documentation.

Stage 5: Certification

  • Only Westminster College London is authorised to issue official TEFL/TESOL certificates.
  • Certificates will be awarded only after WCL approves the course results.
  • No local centre or partner may issue certificates independently.

  1. Regulated courses

Your Role as a WCL Partner (Regulated Courses)

Stage 1: Use of Course Materials

  • Partners must deliver the course using either:
    • Official WCL course materials, or
    • Centre-developed materials approved by WCL prior to delivery.
  • All content must comply with Ofqual-regulated standards and WCL’s academic policies.

Stage 2: Tutor and Assessor Requirements

  • Your centre must appoint a qualified tutor with at least:
    • A Level 5 teaching qualification (e.g. Diploma in Education and Training or equivalent).
  • Assessment must be carried out by a qualified assessor holding:
    • A Level 5 teaching qualification, and
    • A Level 3 Certificate in Assessing Vocational Achievement (CAVA) or equivalent.
  • If your centre does not have a qualified assessor, WCL will provide online assessors.
    In such cases:

    • Your centre delivers the teaching
    • WCL assessors evaluate student assignments remotely

Stage 3: Promotion, Registration, and Payment

  • Your centre is responsible for marketing and promoting the regulated TEFL/TESOL course.
  • All student registrations must be handled by your centre.
  • You must submit registered student names to WCL before course commencement for official registration.
  • Payment per student is required at this stage.
(WCL will not process any student without prior registration and payment.)

Stage 4: Course Delivery and Student Support

  • Your centre must ensure qualified tutors deliver the course.
  • Tutors are expected to:
    • Guide learners through the regulated course framework
    • Support learners in preparing and completing all assessments

Stage 5: Assessment and Verification

  • If you provide your own assessors, all assessments must be carried out in line with regulated assessment criteria.
  • If WCL provides the assessors:
    • Learners will complete and submit their work to WCL assessors online.
    • WCL will handle all internal verification and quality assurance.

Stage 6: Certification

  • All certificates for regulated courses are issued solely by Westminster College London.
  • WCL will only issue certificates after:
    • Assessments are completed and verified
    • Internal and external quality checks are fulfilled
  • Centres are not authorised to issue any certificates independently.
